Penalty

Educational Course (Driver Improvement): This course aims to change driver behaviour through training rather than just issuing points and fines. While a fee is charged, it’s an opportunity for drivers to improve their attitudes and prevent reoffending. The driver must book and pay for the course within 28 days of receiving their notice and complete it within 120 days of the offence date. It’s important to remember that even if an educational course is offered, the driver always retains the right to accept the Conditional Offer of Fixed Penalty or have the matter heard in court.

Conditional Offer of Fixed Penalty: This is a formal offer for the driver to pay a set fine to resolve the matter. The driver can accept this offer by paying the penalty, or they can elect to go to court.

Offences

Driving Without Due Care and Attention (RT88575): This offence, under Section 3 of the Road Traffic Act 1988, applies to drivers operating a vehicle on a road or public place without the care and attention expected of a reasonable driver.

Driving Without Reasonable Consideration (RT88576): Also under Section 3 of the Road Traffic Act 1988, this covers situations where a driver’s actions show a lack of reasonable consideration for other road users.

Financial Summary

For the purposes of analysing the financial impact of Operation Snap submissions, an average educational course fee of £100 has been used. This figure is based on typical NDORS (National Driver Offender Retraining Scheme) pricing across the UK, where most standard driver‑improvement courses fall within the £92–£110 range. West Yorkshire’s course providers operate within this national band, making £100 a realistic and evidence‑based midpoint for estimating revenue from course referrals.

Fixed penalties, where issued, are recorded separately. These follow nationally set fine levels and are added directly to the financial summary. Using both the standardised course fee and the actual fine values allows the dashboard to present a clear, consistent overview of the total financial outcome of all processed incidents.
